The Department of Defense and certain civilian agencies are increasingly using Other Transaction (OT) authority to fund innovative prototype, research, and follow-on production projects. OTs are not subject to procurement laws and regulations, creating opportunities for contractors and agencies to negotiate terms in areas such as intellectual property and data rights.
