The Office of Chief Counsel, General Legal Services (GLS) employs approximately 68 attorneys nationwide. GLS represents the IRS and the Office of Chief Counsel in non-tax administrative litigation including government contracts, personnel, labor-management relations, and other administrative law issues. This announcement is for one vacancy in the GLS Public Contract and Technology Law (PCTL) Branch. GLS (PCTL) is principally responsible for advising IRS and Department of Treasury clients on all aspects of Federal Government procurement, contracts, and technology matters, including the handling of litigation matters before the Government Accountability Office (GAO) and the Civilian Board of Contract Appeals (CBCA).

As a General Attorney, you will:

  • Provide oral and written legal advice and handle litigation before the General Accounting Office (GAO) and the Civilian Board of Contract Appeals (CBCA) on complex legal issues on a wide variety of procurement matters involving the interpretation of applicable laws and regulations including reviewing acquisition plans, solicitations, contract awards, limited source justifications, determinations and findings, and other significant pre-award decisions.
  • Advise on contract administration, contract changes, contractor claims, equitable adjustments, terminations, contract interpretation, funding and contract type, computer security, licensing and intellectual property issues, indemnity and interagency agreements, memoranda of agreements (MOA), information technology law matters including software license terms and conditions, grants and cooperative agreements.
  • Provide legal support to the Department of Justice in litigation brought in the Federal courts, including the Court of Federal Claims and the Court of Appeals for the Federal Circuit.
