Prior to founding Nichols Liu, Robert was a partner and co-chair of the Government Contracts group at an AmLaw A-List firm, where he helped lead and grow the practice from two to fifty+ professionals. He also has served both at the White House and as a Judge Advocate General at the U.S. Army Corps of Engineers.

Carla Weiss advises large and small companies on a range of high-stakes government contract issues. She is a well-known bid protest practitioner, with successful matters before the Government Accountability Office, Court of Federal Claims, Federal Circuit, SBA Office of Hearing and Appeals, and FAA Office of Dispute Resolution for Acquisition. In partnership with clients, she provides strategic legal guidance throughout the acquisition process, and ultimately represents protesters challenging contract decisions—and intervenors defending their awards.

Phil Beshara counsels clients at the cornerstone of the public and private sectors with government affairs and crisis management strategies to navigate legal, regulatory, and legislative challenges. Mr. Beshara has a decade of experience litigating across federal courts and tribunals on behalf of leading U.S. defense contractors, and has been “instrumental” in guiding clients through high-stakes Federal investigations and Congressional hearings.
