President Biden’s cybersecurity executive order calls for safety review boards to respond to significant cyberspace breaches, modeled after the National Transportation Safety Board, which investigates airspace calamities. Senator Mark Warner (D-VA), chair of the Senate Select Committee on Intelligence, has advocated for such panels, particularly in the aftermath of the SolarWinds attack.
However, others argue for a different approach. Representative Jim Langevin (D-RI) has expressed concerns about whether this model will work in the unregulated domain of cybersecurity, arguing instead for a n analysis of aggregated data for risk management guidance. “The timelines alone would make a ‘cyber NTSB’ almost impossible,” added Tatyana Bolton of the R Street Institute, formerly of CISA.
