Navy Captain (Retired) David Haas, Master Chief Petty Officer (Retired) Ricarte David, and Chief Petty Officer (Retired) Brooks Alnzo Parks have been indicted on charges involving the acceptance of improper gifts in exchange for using their influence within the Navy’s Seventh Fleet to steer cash and business to Leonard Glenn Francis, owner and chief executive of Glenn Defense Marine Asia. The three officers are among 32 defendants charged so far in this investigation.

Haas is charged with giving Francis classified ship schedules and helping him to identify possible successors for a compromised retiring Navy colleague. David is charged with approving fraudulently inflated invoices following port visits, passing classified information to GDMA, advocating for GDMA in contracting disputes, and providing GDMA with internal U.S. Navy information concerning competitors. Parks is charged with providing GMDA with sensitive and proprietary Navy information, including competitor pricing and ship and personnel movement information.
