The Biden administration has begun an “interagency review process” for National Security Presidential Memorandum 13, which was implemented in 2018 by the previous administration. NSPM-13 gave the Department of Defense and U.S. Cyber Command unique authority to initiate cyber operations without first getting approval from the White House. The specifics of the controversial memo itself are classified, but it reportedly figured into a draft executive order that would have directed the DoD to seize voting machines in 2020. The National Security Council is said to be behind the reconsideration, on the grounds that no other weapon system that is not already in a combat situation is authorized for deployment without approval from the White House.
