Lead Inspector Generals for DoD, State and USAID issued their Quarterly Report on Operation Atlantic Resolve in support of Ukraine. In FY 2024, USAID spent $1.9 billion and State spent $2.4 billion. As described in previous Quarterly Reports, corruption and rule of law remain concerns in Ukraine. USAID continues to have difficulty monitoring activities due to staff shortages, security threats, prioritizing high level visitors, lack of vehicles and limited number of security personnel. Third party contractors are being used to monitor sites that are unavailable or access is impractical for USAID staff. There are no easy solutions to the oversight challenges in Ukraine, making it a ripe target for Congress.
