In what appears to be a further attempt to quell dissent and strengthen the Administration’s hand in removing “insubordinate” staff, Trump’s EO entitled, “One Voice for America’s Foreign Relations,” put Civil Service, Foreign Service and FSNs on notice – “Failure to faithfully implement the President’s policy is grounds for professional discipline, including separation.”
The other major element of the EO is instructions for the Secretary of State to “reform the Foreign Service and the administration of foreign relations to ensure faithful and effective implementation of the President’s foreign policy agenda.” These instructions include replacing the Foreign Affairs Manual and “implement reforms in recruiting, performance, evaluation, and retention standards, and the programs of the Foreign Service Institute, to ensure a workforce that is committed to faithful implementation of the President’s foreign policy.”
While reforms to the foreign service, FSI, and the Foreign Affairs Manual must catch-up to these changing times, we hope it can be done without damaging them and harming America’s security, prosperity, and influence.
