With more and more frequency, agencies are issuing solicitations with minimalist evaluation frameworks that attempt to limit, or bypass entirely, traditional evaluation considerations. The goal seems to be twofold: Save agency time and resources in conducting the evaluation, and eliminate potential bases for protest.
Is this elusive protest-proofing possible? At what point do these minimalist evaluation frameworks fail to evaluate anything meaningful at all?
During this program, we will survey solicitation trends, highlight their limitations, and discuss why it’s important to understand – prior to proposal submission – what the agency is going to evaluate and what it’s not.
