  • Appeal - The agency issued a task order for acquisition policy expertise services in support of the Acquisition Policy & Innovation (API) Directorate. The appellant challenged the NAICS code designated for the task order.
  • Decision - OHA dismissed the appeal because the appellant lacked standing. This was because the agency had chosen to utilize the Analytic and Technical Support Services (ATTS) contract. The appellant did not hold an ATTS contract in the Unrestricted Pool.
