Holds FEMA specialist titles of Project Specialist, Closeout Specialist, Building Assessment Team Specialist, CEF (Cost Estimating Format) Specialist, and Debris Specialist. Authored over 600-project worksheets for 17-different disasters in four different FEMA Regions during FEMA tenure for all categories, A-G, of work.
Robert Nichols

Robert Nichols helps government contractors solve complex legal problems and achieve their desired business solutions. Prior to founding Nichols Liu, Robert was a partner and co-chair of the Government Contracts group at an AmLaw A-List firm, where he helped lead and grow the practice from two to fifty+ professionals. He also has served both at the White House and as a Judge Advocate General at the U.S. Army Corps of Engineers.

Sam Van Kopp joined Nichols Liu after a clerkship with the Civilian Board of Contract Appeals. Sam’s practice focuses on government contract claims, bid protests, requests for equitable adjustment, and related litigation before the Court of Federal Claims, the Federal Circuit, and the Boards of Contract Appeals.

Logan Kemp joined Nichols Liu after a clerkship with the Civilian Board of Contract Appeals. He graduated from The George Washington University Law School and was on the Public Contract Law Journal. Logan assists government contractors in a variety of litigation matters, including government contract claims and bid protests.
