According to the White House, President Trump signed an executive order on April 15, 2025, requiring the government to prioritize the procurement of commercially available products and services as required by the Federal Acquisition Streamlining Act of 1994, rather than non-commercial, custom products. The order is not yet available on the White House website, but the administration has released a Fact Sheet. The executive order directs agency contracting officers to review all pending contracts for non-commercial products and services and to submit proposed waivers to OMB justifying the contracts’ existence.
