Foley – President Trump issued Executive Order 14275, “Restoring Common Sense to Federal Procurement,” which directs his Administration to make major revisions to the Federal Acquisition Regulation (FAR) — the voluminous set of rules governing the U.S. Government’s acquisition of products and services—with the stated purpose of making the federal procurement process more “agile, effective, and efficient.” Part of the revision process includes Department/Agency specific regulations, including the State Acquisition Regulation (SAR), which we hope will incorporate the flexibilities in the AIDAR that are based on the Foreign Assistance Act, such as limited competition authority overseas.
