GSA has released deviations to FAR Parts 2, 4, 8, 14, and 40 as part of the Revolutionary FAR Overhaul. Here’s a brief summary of the changes:
- Part 2 – Definitions of Words and Terms: This section has been significantly revised. The FAR Council has removed the vast majority of definitions. The new section only defines eight terms.
- Part 4 – Administrative and Information Matters: Part 4 has been reorganized within each subsection to follow the acquisition process. Much of the content from Part 4 has been moved to Part 40 to better align with security requirements.
- Part 8 – Requires Sources of Supplies and Services: This FAR section has been significantly revised. It has been reorganized to conform to the logical flow of the acquisition structure. Importantly, the procedures for ordering under the Federal Supply Schedule (FSS) in FAR 8.4 have been moved into the General Services Administration Acquisition Regulation. The FSS procedures have been revised to create a streamlined structure that provides only essential requirements.
- Part 12 – Acquisition of Commercial Products and Commercial Services: The FAR Council has significantly updated Part 12, reengineering its structure and scope to better align federal buying with commercial practices. The new section 12 has added tab to readers locate information. Additionally 46 clauses have been removed from other FAR parts as they are no longer required for commercial contracts.
- Part 40 – Information Security and Supply Chain Security: The revisions to Part 40 have removed a patchwork of multiple subparts throughout the FAR so that readers can non refer to a single FAR section on information and supply chain security. The new Part 40 has been organized into three key subparts. Requirements from FAR Parts 4 and 25 have been moved to Part 40.
