A brief aside to note that Congress has passed a continuing resolution (CR), as hoped and expected. The CR keeps the lights on for the Federal Government until December 12, 2024. The CR straight-lines or limits budget expenditures, making it difficult for USAID and other agencies to manage limited funds available to cover continuing awards that need incremental funding while also providing funds to new awards. These challenges are less difficult for field projects that have funds already obligated and largely available. Note that USAID didn’t get its Fiscal Year (FY) 2024 appropriation until the spring of 2024.
