Ranking members have sent a letter objecting to the Congressional Notification submitted by Secretary Rubio on March 28 regarding the proposed reorganization of USAID into the State Department. While recognizing the need for reform and prior efforts they have supported, they call for transparency and compliance with the law to accomplish effective and sustainable changes, which they haven’t witnessed in the new administration’s tactics.

Representatives Meeks, Frankel, and Senators Shaheen and Schatz emphasized that the goal is to strengthen the effectiveness of U.S. foreign policy. They assert that losing all expertise in firing USAID staff raises concern that the current plan overburdens State, jeopardizes the continuity of programs that save lives and keep Americans safe, and undermines U.S. credibility and reliability.
