The FAR Council has released a model deviation for FAR subpart 8.4, Federal Supply Schedules (FSS). This deviation establishes new FSS ordering procedures as part of the General Services Administration Acquisition Regulation (GSAR). The procedures established by the deviation are a significant shift in what the deviation characterizes as the “overly prescriptive framework found in FAR subpart 8.4. The FSS procedures have been revised to create a streamlined structure that provides only the essential requirements to place orders and establish blanket purchase agreements.
