As part of the FAR Overhaul, GSA has issued a class deviation for FAR Part 13, Simplified Acquisition Procedures. The deviation significantly revised Part 13. As an initial matter, the deviation renames Part 13 from “Simplified Acquisition Procedures” to “Simplified Procedures for Non-commercial Acquisitions.” The revisions also refocus Part 13 from a simplified procedures for the acquisition of commercial products and services to simplified procedures for the acquisition of non-commercial products below the simplified acquisition threshold. The new FAR Part 13 may only be used if there are no commercial products or services that satisfy the agency’s needs.
The deviation moves the following statutory text in FAR Part 13 to other parts of the FAR:
- Definition of governmentwide commercial purchase card is moved to FAR Part 2
- Simplified procedures for commercial items is moved to FAR Part 12
- Price/cost evaluation factors for multiple award contracts is moved to FAR Part 16
- Advance payments and subscriptions and fast payment procedures are moved to FAR Part 32.
