If you missed Robert Nichols’ latest Town Hall meeting on February 27, 2025, you can watch the video on the Pub K Development website. Nichols, along with Carla Weiss and Philip Beshara from Nichols Liu, discussed recent court cases concerning mass terminations of USAID and State awards. They also addressed steps for contractors and recipients to get paid through claims processes.
The general consensus is that the Administration’s right to terminate will likely be confirmed in the end, but getting paid will remain a challenge. Implementers will probably need to pursue claims through different contract and grant/cooperative agreement processes, separately for costs incurred before the termination, during the stop-work order/suspension, and as part of the ultimate termination.
