National Public Radio reported on the recent layoffs of nearly 400 contract employees at USAID following the Stop Work Order. The Institutional Support Contractors (ISCs) were immediately affected. Many ISCs are small businesses with limited reserves to maintain “idle labor” or assign their staff to other projects. The layoffs affected departments throughout USAID, including those supporting humanitarian assistance, HIV/AIDS, infectious diseases, and child health. The employees expressed concerns about the dismantling of the agency and the impact on the people they serve.
