Russell Vought, Director of the Office of Management and Budget, has issued a memorandum outlining the revisions to the Federal Acquisition Regulations. The memorandum states that the FAR will be refocused on its statutory roots. Non-statutory regulations will be replaced with buying guides highlighting proven innovative buying techniques for different phases of the acquisition lifecycle. The streamlined FAR and buying guide will be called the “Strategic Acquisition Guidance.” An appendix to the memorandum provides a roadmap of actions agencies should refer to while implementing the FAR overhaul.
