Secretary of State Marco Rubio announced plans to reorganize the State Department, describing the current structure as “bloated” and inefficient for diplomatic missions in the era of great power competition. While the new organization chart is less extensive than previously reported versions, it still eliminates several human rights-focused bureaus, including the Office of Global Women’s Issues and the Diversity and Inclusion Office. The plan also removes certain offices previously under the undersecretary for Civilian Security, Democracy, and Human Rights, incorporating their functions into other department sections. These changes align with the Trump administration’s broader agenda of reducing such programs across the federal government, though further modifications to the plan remain possible. The coordinating function of Foreign and Humanitarian Affairs (F) is retained, but the regional bureaus under Political Affairs (P) will be responsible for programming and managing foreign assistance.
