Since January, Donald Trump has fundamentally reshaped U.S. foreign assistance, ostensibly to align with his “America First” foreign policy. The administration has effectively eliminated Washington’s main development agency—the United States Agency for International Development (USAID)—terminated some 86 percent of its foreign aid programs, and dismissed thousands of humanitarian and development experts from both USAID and the State Department.
