Enrich’s memo detailed how political leadership at USAID, State, and DOGE created obstacles that prevented the implementation of waivers for critical assistance. He warned that these actions could lead to preventable deaths, destabilization, and national security threats. Despite Secretary of State Marco Rubio’s claims of issuing waivers, Enrich argued that the aid freeze continued to hinder essential operations.
