Following USAID OIG’s recent report on USAID oversight of PIOs, the agency has issued a flyer on oversight of UN funding. The flyer notes that while USAID has made important progress on oversight, it has much further to go in obtaining the same level of information, transparency, and cooperation that it receives from NGOs and contractors.

  • The gap is illustrated in the flyer’s table on the number of disclosures received by USAID and the OIG over the last 5 years, starting in late 2019 when USAID started to incorporate disclosure requirements in UN awards. Only 788 disclosures were made over that period among 20 UN agencies implementing activities funded by $25 billion from USAID.
  • WFP was at the top of the list in issuing 548 disclosures associated with $16.8 billion in programming. WHO received $868,511,131 in funding during the period covered and only made 14 disclosures. Half of the UN Agencies never disclosed allegations to USAID or OIG while implementing hundreds of millions of dollars in funding from USAID
  • Congress, USAID, and the OIG expect to hold the UN agencies to the same level of transparency, cooperation, and trust as they hold contractors and recipients. These numbers show how far they have to go.
