It’s no longer a secret. The Federal government’s workforce is greatly supplemented by support contractors. This is no secret at USAID where it is acknowledged that its capacity to accomplish national security objectives is with contractors and recipients, not to mention its army of Personal Services Contractors (PSCs) throughout the world.
