USAID issued a Special Notice on March 10 to all Foreign Assistance Recipients, acknowledging the District Court’s preliminary injunction on their efforts to terminate and withhold payments. Rather than recklessly continue with routine payments, USAID notified recipients that the agency needs more time and will get back to recipients through their cognizant CO/AO with award-specific directions.
