McCarter & English – Due to various Executive Orders and DOGE directives, there has been a flurry of terminations for convenience, suspensions/stop-work orders, and contract modifications. Payments have been delayed, and other EO- and DOGE-related impacts have given rise to various claim issues. This Comment, from The Government Contractor, addresses those concerns and provides contractors with a guide on navigating recent challenges, focusing on preserving claim rights and maximizing recovery. Because of the breadth and complexity of the issues, this Comment has two parts. The first installment addressed the issue of unpaid invoices and discussed terminations for convenience. This installment discusses suspensions, stop-work orders, and the potential for other types of claims arising out of EOs, DOGE-related impacts, and tariffs.
