In February, President Trump issued a memorandum titled “Radical Transparency About Wasteful Spending.” The memo directed agencies to make public “the complete details of every terminated program, cancelled contract, terminated grant, and any other discontinued obligation of Federal funds.” In furtherance of that directive, DoD has now issued instructions to all its contracting officers on how to publicly report termination and cancellation actions.
