On April 9, 2025, President Trump issued an executive order to “reform our antiquated defense acquisition processes with an emphasis on speed, flexibility, and execution.” The order requires the Secretary of Defense to submit a reform plan to the President that expedites acquisitions through commercial solutions and to prioritize procurements using DoD’s Other Transactions Authority. The plan must also include a process review of support roles within the acquisition process to eliminate duplicative tasks. The Secretary of Defense is also advised to revise any unnecessary DFARS regulations and to consider canceling any DoD program that is 15 percent behind schedule.
