Not Only What Government Does, But How It Does It, That Too Needs Rethinking

Phillip Howard, chairman of the legal reform group Common Good, argues that reforming the processes of government is long overdue. He suggests that while there may be areas where cuts can occur, the efficiency and structure of government operations warrant a significant overhaul to better serve the public.
