The Revolutionary FAR Overhals continues apace. GSA recently issued Class Deviations for Part 5, Publicizing Contract Actions, and Part 26, Other Socioeconomic Programs.
Part 5 is revised from a complex, topic-based structure to a streamlined, chronological process that mirrors the three main phases of an acquisition. Part 5 sections on “Release of Information,” “Publicizing Multi-Agency Use Contracts,” and “Publicizing Requirement under the American Recovery and Reinvestment Act of 2009” have been removed as duplicative or outdated.
Part 26 has been reorganized within each subpart to follow the acquisition process (i.e., steps to take before solicitation vs. after award). The deviation, however, has removed the sections outlining the Purpose, Applicability, and Definitions of Part 26. Moreover, the revision removes the section on Data Collection and Reporting Requirements, noting that the Federal Procurement Data System already collects data.
