The Office of Federal Procurement Policy (OFPP) has been busy in the waning days of the Biden Administration. Their recently issued memorandum on improving procurement forecasts shows that while USAID has a useful system in place, other agencies and departments have a ways to go. The USAID business forecast, covering procurements and assistance awards, generally is accurate, timely, current, and comprehensive and is supplemented with quarterly meetings that address questions and concerns of potential offerors, bidders and applicants. The standards set by the OFPP memo will help upgrade the usefulness of State’s and HHS’ forecasts.
