This is part of a  three-part retrospective series by Andy Liu and Bob Rhoad published in Feature Comments in The Government Contractor on the False Claims Act, which has been occasioned by this year’s 10th anniversary of the Fraud Enforcement and Recovery Act and the third anniversary of the Supreme Court’s Escobar decision. The first installment of the series, entitled “The False Claims Act: Yesterday, Today, and Tomorrow,” focused on the history and origins of the False Claims Act from the Civil War to the 1986 Amendments to the turn of the 21st century.
