CISA Director Jen Easterly says that the agency has begun mapping out “primary systemically important entities” (“Pisces”), their term for the critical infrastructure that could cause serious harm to the U.S. if hacked. Congress is considering legislation requiring CISA to do this, but Easterly has decided not to wait, describing the issue as one of her primary concerns.

However, it will take an act of Congress for CISA to assign any “benefits and burdens” to the operators of this infrastructure, based on how well they protect and manage it. House Homeland Security Committee Ranking Member John Katko (R-NY) and Representative Abigail Spanberger (D-VA) have sponsored the Securing Systemically Important Critical Infrastructure Act, using their term for these entities.
