In response to incidents including the SolarWinds and Microsoft Exchange hacks, the Biden Administration is contemplating the use of cybersecurity ratings and standards for U.S. software, in a system likened to the EPA’s EnergyStar ratings for appliances, or an IoT labeling initiative in Singapore. Last year, the Cybersecurity Solarium Commission recommended establishing a voluntary National Cybersecurity Certification and Labeling Authority.

A senior administration official said the Biden administration will begin rolling out “best of breed commercial” technologies meant to modernize federal agencies. However, the administration is not seeking authority to monitor domestic systems, the official added.
