On Monday, Contractor Integrity Solutions LLC announced the addition of Steve Shaw and Andy Liu to its team of compliance monitoring and assessment experts.

As the Air Force’s Debarring and Suspending Official and coordinator of the department’s Fraud Remedies Programs, Shaw oversaw more than 100 monitorships and third-party reviews, and was noted by Congress and the White House for his ability to bring due process to suspension and debarment proceedings. Shaw also served as Chief of the Criminal Division of the U.S. Attorney’s Office for the Southern District of Texas, Trial Attorney with DOJ’s Public Integrity Section, and Chief of the Enforcement Division of the Federal Energy Regulatory Commission. He has also been part of the government contracts practices at Covington & Burling LLP and Nichols Liu LLP.

Andy Liu recently served as General Counsel at the Social Security Administration, where he led a staff of 750 employees, including more than 600 attorneys. Liu is also a former DOJ trial attorney and an experienced defense counsel in procurement fraud and compliance matters. Most recently, Liu has been a partner at Nichols Liu LLP.

Founded in 2009 by Army Brigadier General Richard Bednar (Ret.) and Mike Eberhardt, CIS has completed over 30 monitorships for contractors who have encountered regulatory problems with federal, state, and local governments, regarding matters arising from criminal Deferred Prosecution Agreements initiated by the Department of Justice, as a condition of probation in a federal criminal case, under civil False Claims Act settlements, or as part of an administrative agreement in lieu of debarment and suspension.
